In the modern new world, the mass media dominated public discourse. The mass media had become indispensable to public discussion, and mass communications had undermined the possibility of widespread participation. This crisis of communication became a crisis in the freedom of speech. In the 1930s, the Supreme Court identified the paramount values of the First Amendment as freedom of expression and freedom of public discussion. This article describes the development of the public forum doctrine.
