Theoretical development of pro-poor tourism, conceptualized as a part of sustainable tourism but differentiated from community-based tourism, is in progress today. This paper surveys this development, arguing that in these theories no attempt has been made to investigate the fundamental cause of poverty in today’s society, but nonetheless this recent claim for pro-poor orientation of tourism is significant, given that world poverty remains persistent.
